Revised...10 Horns-10 Toes..10 Party-Presidential Ruler ships / Last 2 Horns Speaking FREEDOM..

Ten Horns, on 7^th Head of the beast (which is like a leopard + feet of bear + mouth of lion)

…a description of a world leader and dominant military power
…..the last 2 horns are different in appearance…as a "lamb" and will speak as the dragon.

Many believe that the ten horns on the 7^th head (and the ten toes of Nebuchadnezzar's statue) are ten rulers of ten other nations which will, at the same time, simultaneously support the work of the “beast power” with its political and military strength.

This is not the case.

The ten horns are clearly found on the 7^th head (rulership) of the beast.
This head represents one dominant empire headed by one line of rulership.
The ten horns represent 10 rulerships, in sequence, since only one horn, rulership, can rule at any one time.

It also says that they will each have the strength of iron…and that their individual time of ruler ship will be fragile as pottery (subject to change).

The ten horns on the beast (as a leopard + bear + lion) represent the 10 presidential ruler ships of the USA, from the time it became a world dominant military power….from the time that it won the WWII conflict for mankind...from the time it became a "beast", both spiritually (FREEDOM), militarily, and economically.

This is confirmed in REV. 13:11;
AND I SAW (perceived) OTHER BEAST RISING OUT OF EARTH
AND IT HAD HORNS TWO LIKE TO A LAMB
AND SPOKE AS THE DRAGON
AND AUTHORITY OF FIRST BEAST (out of sea = peoples, nations) ALL IT EXERCISES BEFORE IT (in its name)
AND CAUSES THE EARTH & THOSE OF WHO DWELL IN IT THAT THEY SHOULD DO HOMAGE TO THE FIRST BEAST OF WHOM WAS HEALED THE WOUND OF ITS DEATH.

AND THE BEAST WHICH WAS, AND IS NOT, 
AND HE IS of THE SEVEN OTHERS
("ogdoos":has been translated as"eighth", but also means "seven others"...there is no eighth beast)
AND FROM THE SEVEN 
(in Greek "epta"...means seven but also means "finished & completed work".)
AND INTO DESTRUCTION GOES.

AND THE TEN HORNS THAT YOU SAW…TEN KINGS (RULER SHIPS) ARE
WHICH A KINGDOM / A RULER SHIP HAVE NOT YET RECEIVED
BUT FOR ONE HOUR EACH, in turn, RECEIVES A RULER SHIP (HORN) WITH THE BEAST
THESE ONE (SAME) MIND (BELIEF, JUDGEMENT, INTENTION) HAVE
AND THEY WILL GIVE UP (COMMIT) THEIR POWER AND THEIR AUTHORITY  TO THE BEAST (7^TH HEAD)

…….ADVANCING A FALSE “RIGHTEOUSNESS” AS OF A LAMB, BUT THE WORDS OF THIS WAY ARE THAT OF THE DRAGON (what did the devil say to Eve in the garden?)

THESE WILL MAKE WAR (BATTLE) WITH / BE AGAINST THE LAMB (THE WAY OF CHRIST).
